1. The African Development Bank Group
1.1 The African Development Bank Group comprises three entities: the African Development Bank which is the Bank Group?s main instrument, the African Development Fund which is the concessional window and the Nigerian Trust Fund. The Bank Group?s mission is to help African countries overcome poverty and contribute to the economic and social progress of its regional member countries.
1.2 Created in 1963 on the advice African independence leaders, the Bank Group?s first Annual Meetings were held in Lagos, Nigeria, in 1964. With other multilateral development institutions such as the World Bank, the Asian Development Bank, the Interamerican Development Bank and the European Development Bank, the AfDB is among the five largest multilateral development banks in the world. Established to meet the enormous development financing challenges on the continent after independence, the AfDB opened its membership to non- regional countries in 1982. China joined the Bank Group in 1985. Following the fifth capital increase in 1998, the Bank?s authorized capital increased to UA 21,87 billion for 2.187.000 shares.
1.3 The African Development Fund (ADF) was established in 1972, while the Nigerian Trust Fund (NTF) was established in 1976. China became an ADF member country in May 1985.
1.4 The African Development Bank (AfDB) Group comprises 77 countries, including 53 regional countries and 24 non regional countries. From 1966, the Bank Group has been holding its Annual Meetings either at its headquarters in Abidjan or in one of its member countries. In 2001, the AfDB held its Annual Meetings, for the first time, out of the continent in Valencia, Spain. China will be the second non-regional member country to host the Bank Group?s Annual Meetings in 2007.

2. AfDB-China Technical Cooperation Agreement 2.1 The government of the Peoples? Republic of China and the African Development Bank Group signed a technical cooperation agreement in April 1996 under which China made a non-refundable contribution of US$ 2 million to both the ADB and ADF. This tied contribution is intended to finance:
? services of Chinese consultants and firms engaged by the Bank and Fund to carry out studies and provide technical assistance to Regional Member Countries within the framework of projects and programs financed by the Bank Group;
? services of consultants and consulting firms of Regional Member Countries in collaboration with Chinese consultants and firms to carry out services indicated here below;
? technical assistance related to the rehabilitation of existing projects experiencing difficulties ;
? the training of professional and technical staff of the Bank and officials of Regional Member Countries ;
? local cost incurred in connection with short term assignments not exceeding 8 weeks ; and
? such other technical assistance activities as may be mutually agreed upon between the parties .
2.2 To date, a total of US$ 0.86 million has been committed to the implementation of 14 activities in support of Bank Group operations in the areas of health, water supply, energy, agriculture, infrastructure, social sector as well as banking and financial service and institutional capacity building. One of these is the upgrade of the Bank Group DACON system into a user-friendly tool.
2.3 Within the framework of its recently adopted Trust Fund Reforms Policy, the Bank Group is working closely with the Chinese authorities to accelerate the use of the Chinese grant.

3. Seminar on Business Opportunities
3.1 Over the past years, the Bank Group has organised several Business Opportunities Seminars for the Chinese Business Communities either at its Headquarters / TRA or in Chinese cities respectively. The China Association of International Engineering Consultants (CAIEC) led a delegation to the Bank on November 4, 2004 to participate in an AfDB-sponsored seminar on business opportunities.
3.2 The AfDB , for its part, participated in a seminar on business opportunities organized by the People's Bank of China from August 25-26, 2005 in Beijing for regional and sub-regional banks in Africa.
4. Chinese Contracts with the AfDB
Chinese contracts at the Bank have, over the last five years, increased considerably. Between 2001 and 2006 (October) over 58 contracts amounting to approximately UA 217,541millions were awarded to Chinese companies for Bank Group operations. This represents 7.6% of the overall amount of the contracts awarded during the same period. The contracts awarded to the Chinese companies were all for civil works. Between 2001 and 2005 total amount of approximately UA 182 million was paid to Chinese companies representing 3.30% of the total payments made by the Bank Group to different suppliers. It should be noted that payment to Chinese companies increased by 100% between 2003 and 2005. Whilst China?s participation in Bank Group procurement appear to have increased significantly in the last few years, it should be noted that there are still limited number of Chinese consultants with proficiency in the Bank?s working languages.
